October 7, 2020 Select Board Update
Katie Conlon began the meeting by discussing the recent passing of Dr. Joseph Marr Cronin.
Town Administrator, Mike Dennehy, began by discussing a recent brief but powerful storm. Anyone with a limb or tree down was urged to call DPW as they had crews actively responding. If anyone came across a downed or hanging wire, they were urged not to touch them, rather call 911 who will get in touch with Utilities. Public Works is working on restoring power and clearing the roadways.
Keno Licenses at 98 Houston Avenue and 590 Randolph Avenue
On September 15th the Select Board received a letter from Mass State Lottery Commission regarding the applications for these two 7-11 locations, the next step is for the applicant to come in and make a statement before the Board. The board members voted to reject the applicants request for Keno licenses at the above mentioned store addresses at this time and plan to move forward with filing a written rejection.
Covid-19 Updates
The Select Board discusses Step 2 phase 3 guidelines and restrictions. The business community in Milton is working well with the health director. No further or new updates to discuss at this time.
Neponset Neighbors Together Fund
Donations have slowed, money has been distributed and is being used to benefit those in need. Furthermore, Concord Baptist is involved in the United Way Thanksgiving project which will support about 200 Milton families.
There are two recipients of the micro enterprise grants, five in the pipeline, and five applicants for rental assistance through metro housing. Donations of winter items, coats, boots, clothes are needed and much appreciated.
Item 8
Reopening of the December special Town Meeting Warrant, to consider accepting an article. The Select Board moves to reopen the Warrant, all are in favor.
Item 9
The Select Board discussed the article to amend the zoning bylaws, known as the grey states bylaw. There currently is no allowance for people who are not 55 and older at Wolcott Woods, http://wolcottwoods.com/. There is no ability for someone not in that age bracket to live there currently as the law states. If approved the article will allow for that, it will define the amount of time someone not 55 and older can remain in the unit. The Planning Board is taking up the article tomorrow. The Board votes to advance the article for consideration at the Town meeting, and to close the Warrant.

Chief Madden joined the meeting at this time, the Board members expressed their deep appreciation for the work the police and firefighters are doing.
Finance Committee report for FY21/FY22 budget
The School Department has identified certain needs that they have. The Committee is in beginning phases of preparing the FY22 budget.
Alternate Flight Paths Meeting
Technical questions will be addressed at the two upcoming workshops.
Restaurant proposal for 88 Wharf St. from 88 Wharf St. hospitality LLC
The applicants of the liquor license joined the Select Board Meeting, they provided a presentation regarding their design for their restaurant Madre. The Select Board is in favor of moving forward with approving the request.
Conservation Committee Signage Program Proposal
Conservation sign proposal, a signage program is suggested to address the needs for signs to be found on sidewalks increasing instances of encroachment, destruction of trees, infringements on habitats, and prohibiting the dumping of large household appliances. Appointment of Michael Zullas to the Finance Committee.
Appointment of Katie Conlon to the Payment in Lieu of Taxes Committee.
Motion to reelect the Select Board Members.
Use of the town green and gazebo for a private Halloween party
The Board of Health does not support the application as it is considered a high risk activity and should be avoided, the Select Board will ask the Board of Health to take another look at the application, leaving the application unapproved at the moment.

Request to bring a Police Department employee to the next Select Board Meeting to discuss Domestic Violence since
October is Domestic Violence month.
The next Select Board meeting with take place on Wednesday, October 21st.
